If the emerging international framework simply exports Western regulatory architecture, it risks locking in the AI development gap rather than closing it.
A genuinely multilateral approach would pair safety standards with capacity-building commitments: technology transfer, open-source AI infrastructure, and preferential access to compute resources for developing nations. It would also ensure that AI ethical frameworks reflect the diversity of human values and legal traditions, not merely those encoded in Silicon Valley's corporate culture or Brussels' regulatory philosophy.
